Power to remove difficulties

(1) If any difficulty
arises in giving effect to the provisions of this Act, the State
Government may, as occasion may require, by order, do anything
not inconsistent with the provisions of this Act, which appears to it
to be necessary for the purpose of removing the difficulty:
Provided that no such order shall be made after the expiry
of a period of two years from the date of commencement of this
Act.
(2) The provisions made by order under sub-section (1)
shall have effect as if enacted in this Act, and any such order may
be made so as to have retrospective effect from any date not earlier
than the date of the commencement of this Act:
Provided that no person shall be deemed to be guilty of an
offence by reason of so much of any notification as makes any
provision thereof retrospective to any date before the making
thereof.
(3) Every order made under this section shall be laid, as
soon as may be, before the House of the State Legislature and
provisions of sub-section (3) of section 34 shall apply to such order
mutatis mutandis.
