Powers of the Competent Authority

The Competent
Authority shall, for the purposes of discharging its functions under
this Act, have the same powers as are vested in a civil court under
the Code of Civil Procedure, 1908 (Central Act No. 5 of 1908)
while trying a suit, in respect of the following matters, namely:-
(a) summoning and enforcing the attendance of any person
and examining him on oath;
(b) requiring the discovery and production of documents;
(c) issuing commissions for the examination of witness;
(d) executing its decree or order;
(e) any other matter which may be prescribed,
and any proceeding before the Competent Authority shall be
deemed to be a judicial proceeding within the meaning of sections
193 and 228, and for the purpose of section 196 of the Indian Penal
Code, 1860 (Central Act No. 45 of 1860), and the Competent
Authority shall be deemed to be a civil court for the purposes of
section 195, but not for the purposes of Chapter XXVI, of the Code
of Criminal Procedure, 1973 (Central Act No. 2 of 1974).
